The discourse of the 11th administration has taken shape based on the noble concept of "Moderation" and its components include an interactive approach to the outside world, a moderate interaction model inside the country, an Iranian-Islamic model of development, a broad non-securitized model in the social field, non-mechanical cultural engineering, a combined-local-economic approach to national security with software orientation, creating a promotional model of the Islamic Republic, and a cultural approach to the fight against imperialism. Studies show that the Moderation discourse has been effective in the fields of military security, political security, and social cohesion; has had a dual outcome in the area of economic security; and has a long way to achieve the stated goals in the field of environmental security despite some accomplishments.

This has led to security problem, and so each of the states are pursuing contradictory approaches for establishing regional peace and stability. The following outcome, with regards to interdependence of the regional security, is increasing of tensions, competitions, hostility, and eventually boosting violence and disintegration between these states.

This paper aims to study the factors which influence the Moderation discourse in the foreign policy of the 11th administration of the Islamic Republic of Iran as well as their effects. We use James Rosena’ s proposition as a representative for integration of micro and macro analysis levels to investigate and analyze the foreign policy of Moderation Administration. The main research question asks which of the 5 Rosena’ s variables has most affected the Moderation discourse in the foreign policy of the 11th administration. This study takes a descriptive analytical approach. Findings indicate that most major decisions in the Iranian foreign policy during the 11th administration such as nuclear negotiations, and the type of transaction with neighboring, regional and many European countries have been influenced by the variable of individual (i. e. politician) and, in particular, the president Hassan Rouhani. Consequently, the variable of role (i. e. the responsibilities of the president as a lawyer in charge of heading the nuclear negotiators, secretary of the National Security Supreme Council, and representative of the supreme leader in the National Security Supreme Council) has affected such decisions.

After the Islamic Revolution in Iran, various discourses have emerged. and each discourse has provided specific goals and programs in the field of citizenship education. the present article aims to critical analysis of the citizenship education position in Justice oriented and moderate discourses. The research community includes documents related to citizenship education in both discourses. the findings showed that for the education of citizenship, from the perspective of the Justice oriented discourse, the observance of socio-economic, and in terms of Moderation discourse, observance of political and civil rights, constitute the most important demands of citizens. the texts examined in both discourses do not pay much attention to the role of citizens in the process of meeting the rights, but their focus is on the government's responsibility to realize the rights and the grounds for achieving citizenship education. A citizen represented in these two discourses is a single-dimensional inventory that has experienced rapid and unbalanced growth in only one era in each era. In most cases, the documents examined follow a single-discourse pattern and are not interested in using elements of competing discourses.

Political elites play a key role in formation and orientation of discourses; one of the roles of the elites is to dynamize political institutionalization and expands the field of politics and legitimize political dynamics and developments in the form of discourses. On the other hand, foreign policy is one of the areas that is changing under the influence of internal developments in countries and the changing discourse that governs it. Accordingly, the coming to power of Rouhani and the dominance of the discourse of Moderation in the 1390s, caused a change in the foreign policy approach of the Islamic Republic of Iran. In this regard, the present study seeks to answer the question that what effect have the political elites had on its formation and orientation in foreign policy? To this issue, an integrated approach has been used; elite theory and discourse analysis. This study shows that the ruling of the Rouhani’s discourse (Moderation) with the domination foreign policy elites, was reduced to a foreign policy discourse centered on the central sign of "interaction with the outside world". Therefore, this was formed not in opposition to the whole of the previous discourse, but in opposition to its confrontational and adventurous aspects in foreign policy, especially in relation with West. Thus, with the withdrawal of the United States from JCPOA, this discourse lost its hegemonic dominance and was pushed to the margins.

The present paper aims to answer the main questions by usingadescriptive-analytical approach and applying the discourse theory: whatisthe behavioral pattern of foreign policy of the governments of the Islamic Republic of Iran on nuclear issue and what are its effects and consequences? The findings of research show that the establishment of unified management in the nuclear case, transforming the nuclear issue into the public discourse and countering avarice of the western countries, revelation the face of the United States and reducing public confidence in this country are the most important strengths, as well as passivity to the board of governors and threats of the western countries, the abuse of western countries from Ahmadinejad's discourse, linking economic issues with the nuclear case and different interpretations of joint comprehensive plan of action(JCPOA)are the major weaknesses of the Islamic republic of Iran's governments in the nuclear case.

Moderation rule constitutes the core of Aristotle’s’ virtue ethics. On the basis of this rile, all virtues lie at the middle and the vices originate from taking the extremes in actions and emotions. Elaborating on this rule, commentators and critics of Aristotle have sometimes made unwarranted interpretations of this rule. Examples in point are the semantic pragmatic interpretation of the rule, the interpretation of Moderation as the accurate mean which is equidistant from the two extremes, the fact that Moderation rule does not conform with all virtues, attributing excess and defect to Moderation, and making a linear equation between virtues and vices.The present article addresses the above interpretations with the aim of correcting them.
